David J. Cooper

Associate

Mr. Cooper received his Juris Doctor from the Benjamin N. Cardozo School of Law in 2003, where he served as the Editor-in-Chief of the Moot Court Honor Society. He also received a Bachelor of Arts in Political Science, cum laude, from Colgate University in 1998. Mr. Cooper represents both private and municipal clients in land use matters, frequently appearing before local zoning and planning boards.  Mr. Cooper also handles numerous environmental permitting and regulatory compliance matters before state and federal agencies throughout New York state.  Prior to joining Zarin & Steinmetz, Mr. Cooper served as an Assistant District Attorney in the Manhattan District Attorney’s Office, where he was assigned to a Trial Bureau handling general crimes.

Mr. Cooper co-authored, along with David Steinmetz, the article entitled Clarifying the Standard of Judicial Review in Land Use Matters: Has the Second Department Pushed the Pendulum Back to the Middle?, 4 N.Y. Zoning L. & Prac. Rep. 12 (2012).
